100% valid in Russia, questions and answers the same (user names, db names etc), but answers in different positions. I saw 1 or 2 new questions.

Could someone please tell me why some people say this file is invalid and others say its valid. I'm not talking about people in different countries, but people in the same country. For example Shtencel says it is invalid whereas jeff says its valid and both are in Germany?
