Yes i agree but there are only 2 sites and 1 domain. So i think it still makes no diffrence. but yes site is higher in ranking so i go for site. Its just an confusing question.
Answer A is best if there will be added additional sites.
Answer D is best if there will be added a new domain in same forrest.

but if i encouter the question i fill in the site (D) :)
